Local governments issue policies to promote the development of robots

With the transformation and upgrading of China's manufacturing industry, the rise in human costs has forced enterprises to reform. With the huge demand of the robot market, local governments have issued policies to guide the development of the robot industry.

In August this year, the executive meeting of Dongguan Municipal Government deliberated and approved the Action Plan for Promoting the "Machine Replacement" of Enterprises in Dongguan. From 2014 to 2016, 200 million yuan was allocated annually in the special funds for the "Science and Technology Dongguan" project for three consecutive years to promote the implementation of the "machine replacement" of enterprises in Dongguan. It also encourages the procurement and use of Dongguan equipment projects. If the investment in Dongguan equipment accounts for more than 50% of the project equipment and technology investment, the maximum reward amount for a single project will be increased to 5 million yuan, reflecting support for the local intelligent equipment manufacturing industry.

Recently, Luoyang City established a leading group for the development of industrial robots and intelligent equipment industry, headed by the city's main leaders, and formulated the Luoyang Industrial Robot and Intelligent Equipment Industry Three Year Action Plan (2014-2016). It issued support policies in seven aspects, including market promotion, tax incentives, investment promotion, business investment, talent introduction, technological innovation, and project construction. In the production fields of industrial robot system integration, precision reducer, sensor and other products urgently needed for the development of robot industry, the threshold and conditions were lowered, policy support was increased, and the maximum reward amount was up to 10 million yuan.

It can be seen from the policies issued by local governments that they are very optimistic about the development of robots. According to the statistics of IFR (International Federation of Robots), the global robot sales in 2013 reached a record high, reaching 179000 units, with a year-on-year growth of 12%. China became the largest robot market in the world for the first time. In 2013, nearly 37000 robots were sold, with a year-on-year growth of 60%. Although some data may be "wet", they also increased by at least 35%.

Qu Daokui, deputy director of the National Engineering Research Center for Technology, said at the "2014 Pujiang Innovation Forum" on the 26th that with the gradual disappearance of the demographic dividend, China has become the world's largest industrial robot market in 2013. At present, there are more than 30 robot factories under construction in China, and the next 10 years will be a golden period for the development of domestic robots.

With the continuous growth of market capacity and the support of various policies, domestic robots are catching up very quickly. Qu Daokui introduced that as of September this year, there were about 420 domestic robot enterprises, and more than 30 robot factories were under construction in various provinces and cities. In the capital market, there are more than 40 listed companies with robot concept. As the first brand of automation in China's manufacturing industry, Tustar has achieved rapid development with an annual growth rate of 60%, and was rated as "2014 China's Top 100 Unlisted Potential Enterprises" by Forbes.

Will the rapid development of robots have an impact on the employment of traditional labor? Qu Daokui said that from the practice of Germany, South Korea and other countries, the increase of robot ownership did not directly lead to the increase of unemployment rate. It is an inevitable trend that low-level jobs are replaced by robots.
